GOVERNOR POLIS SIGNS 2021 BUDGET
Gov. Jared Polis Monday signed the state's 2021 budget into law, totaling $34 billion. The 2020 budget ended up at $30 billion after $3.3 billion was cut due to the anticipated shortfall as a result of the economic impact from COVID-19. The Colorado Legislature restored those cuts and took measures to build the "largest reserve on record," to provide adequate backup for any economic uncertainties in the future. The approved budget increases the general fund reserve to a "historic" 13.4 percent for fiscal 2021-22 and 15 percent for fiscal 2022-23.

AT&T BACKS AWAY FROM ENTERTAINMENT, WILL SPLIT OFF A NEW COMPANY
AT&T announced Monday it will combine its media operations with those owned by Discovery, creating a new company in a $43 billion deal that will oversee CNN, HBO, TNT and TBS along Discovery’s Food Network, HGTV and others. The new business, which isn’t named yet, will be led by current Discovery Chief Executive David Zaslav. With the agreement Monday, AT&T is pulling back from a years-long campaign to break into the streaming and entertainment sector. HBO Max and HBO have a combined global subscriber base of about 63.9 million, and Discovery+ has about 15 million subscribers. That compares with Netflix, which has more than 200 million subscribers worldwide, and Disney+, which counts over 100 million.

CHANGE COMING TO EAGLE COUNTY TOMORROW, NO PUBLIC HEALTH RESTRICTIONS
Eagle County public health officials had set a May 27 target date to lift its COVID-19 regulations, in advance of the Memorial Day weekend, if disease incidence and hospitalization rates had decreased and vaccination rates for the total population reached 60 percent. Those thresholds were reached and county officials announced last Friday that all public health restrictions related to COVID-19 would be lifted May 19. Tomorrow, all mask orders are removed as well as gathering and capacity restrictions as well as physical distancing requirements. State COVID-19 orders that will remain in place include limitations on large indoor events to 500 people and continued mask orders for schools. Federal regulations still require masks when using public transportation, which includes ECO Transit and the Eagle County Regional Airport.

NEW REGIONAL ECONOMIC DEVELOPMENT COUNCIL FORMED IN N.W. COLORADO
Routt and Moffat counties had worked together for economic development as the Yampa Valley Economic Development Council, but now Moffat and Routt have joined with Rio Blanco County and the towns of Meeker and Rangely to form the Northwest Colorado Development Council. The newly formed group has already started applying for grants, including one submitted to the Colorado Dept. of Local Affairs to fund two full-time staff members. DOLA has provided almost $30 million to the three counties in grant funding since 2018, but it looks more favorably on regional proposals.
